Milton J. Tookes, President
Mr. Tookes is a 25 year US Air Force veteran with an MBA in Finance and Negotiations. His many Air Force tours include: Myrtle Bch AFB, SC; Wallace AS, Philippines; Misawa AS, Japan; and McGhee-Tyson ANGB, TN. He served in the Command and Control field as an Air and Space Control Technician, and went on to serve as an Air Weapons Director. He achieved the grade of E-8 and served as Superintendent of Training for the ANG Training and Education Center his last 3 years. He has a passion for education and training, thus was appointed trainer for most of his assignments and his current career as a Training Consultant with Accord Federal Services. Milton holds many professional certificates including: Master Certificate in Supply Chain Management, Multiple Project Management Certificates, TelioMetric’s Models for Management, and Navigational Leadership Group’s Temperament Intelligence. He is also involved in the local Veteran Business community – being the treasurer of the Tennessee Veterans Business Association. He also mentors in the “Big Brothers Big Sisters” program.
Jonathan E. Williams, Managing Principal
Mr. Williams holds a B.S degree in Organizational Management and is an award winning senior professional with over 20 years experience in both the military and private sector. He has national and international experience in transportation, logistics, supply chain management, project management, and contract negotiations. As a ten year member of the United States Navy, Jonathan supported various aircraft platforms including the F-14 and F-18. The last three years of active duty were spent as a logistics specialist for the United States Navy’s Blue Angels. During his professional career Jonathan has continued to develop his knowledge in logistics and project management utilizing core strengths in strategic planning, organizational leadership and collaboration. Jonathan started Accord Federal Services in June, 2010. He is also very involved in the local Veteran Business community – being the chairman and founder of the Tennessee Veterans Business Association.
Bruce A. Watson, VP of Operations
Mr. Watson is a certified PMP and a 22 year US Air Force veteran with a Bachelors in Mechanical Engineering, a Masters in Management and an MBA. As Operations Manager, Bruce ran a 10 person shop managing all phases of project development for a 160 person organization with a $10M budget. While serving as the “Mayor” of Creech AFB, NV, Bruce supervised 342 personnel and a $479 million, 15-year contract to manage 183,000 sq ft of facilities, aviation and diesel fuels, emergency response services, the 4th busiest airfield in ACC, a 1,170 vehicle transportation system and dining facilities serving 108,000 meals yearly. Concurrently, Bruce maintained the 1.5 million acre Southern Range Complex used for bombing, firing Depleted Uranium and co-used as a national wildlife refuge. Bruce led a unit at Nellis AFB, NV that, on a $2.75M budget, coordinated the operations between two headquarters totaling 15,000 personnel while managing large force training and experiments. When authorized a $3.8M budget as a program manager, Bruce directed multiple technology application projects one of which garnered his team the national Air Force Association Theodore Von Karman Award. Bruce uses his Project Management Professional certification to manage Accord’s day to day operations and projects as well as business development and stakeholder relations.
