With 25 years in the US Air Force, including stateside and overseas assignments, Milton served as an Air and Space Control Technician, Air Weapons Director, and a Superintendent of Training for ANG Training and Education Center. After he completed his time in the military, Milton worked to achieve an MBA in Finance and Negotiations, Master Certificate in Supply Chain Management, multiple Project
Management Certificates, and various other accolades. Mr. Tookes started working with Accord Federal
Services in June 2010, assuming the majority ownership position and company control in August of
2016. As President of Accord, he prides himself in leading a winning team which strives to achieve
“Outstanding” service. He is a Founding Board Member of Tennessee Veterans Business Association and has mentored in the “Big Brothers/Sisters” and Junior Achievement programs.

Bruce Watson

Bruce Watson

VP of Operations

Mr. Watson is a certified PMP and a 22-year US Air Force veteran with a Bachelors in Mechanical
Engineering, a Masters in Management and an MBA. Through various roles in his career, Bruce has
managed contracts worth $479 million, coordinated operations for 15,000 personnel, and achieved
multiple awards from the Air Force. As the Vice President of Operations, Bruce utilizes his Project
Management Professional Certification to manage Accord’s day to day operations, along with business
development and stakeholder relations. An avid cyclist, Bruce enjoys his time on the greenways and trails that surround his Oak Ridge, TN neighborhood.

Jonathan Williams

Outreach Coordinator

Born in Eatonton, GA, Jonathan spent ten years in the Navy after he graduated high school. He served three years on active duty and worked as a logistics specialist for the Blue Angels. To build on to his experience with the Navy, Jonathan acquired a B.S. in Organizational Management from Covenant College and moved to Knoxville, TN, to work at Denso Manufacturing. Jonathan continued to develop his project management skills, strategic planning, collaboration, and organizational leadership as his career progressed. In 2010, Jonathan founded Accord Federal Services and has been an active part in the success of the company. He holds over 30+ years of experience in the military and private sector. Jonathan pushes for Accord to be an active part of the community, sponsoring the River and Rail Theatre Company, Hoof and Harness Equine Therapy program, Two Bikes organization, and various other things. In his spare time, Jonathan has also spearheaded the Unity Ride – a bicycle riding documentary project with multiple different trips and routes throughout the nation. Mary Burnette

Accounting & Business

Originally from Grand Rapids, Michigan, Mary moved to Knoxville when she was six years old and has
built her career and family in our beloved city. She started her career in the Accounting world after she
graduated with her B.S. in Accounting from Tennessee Wesleyan College. Mary has managed revenue
sales between $1 million to $22 million, successfully ran payroll for companies with over 200+ employees, and mastered Deltek GCS Premier accounting software and QuickBooks Desktop & Online.
Since joining the staff with Accord Federal Services in 2020, Mary has used her technical knowledge to
help increase the company’s profits by 20%. In addition to her outstanding accounting services, Mary
also worked as a travel agent when that was a thing, so she has excellent recommendations on
Caribbean destinations.

Elle Nelson

Project Manager

A Knoxville native, Elle graduated from the University of Tennessee, Knoxville, with a B.A. in History. She has worked a variety of jobs – bartender, teacher, basketball coach, landscaper, wedding DJ, the usual stuff. An eager learner, Elle joined the staff with Accord Federal Services in 2022 as a Staff Director and has transitioned into a Project Management role. She continues to learn more of the government contracting world and utilizeS her people-skills for the benefit of the company and her career. As a side hobby, Elle also owns a bar in the downtown Knoxville area. She thoroughly embraced the dog- mom stereotype and named it after her golden retriever, Monkey. If you’re ever in the Old City, go visit Monkey’s Bar, he is the most popular pup in town.

Terry Wilson

Prior to working with Accord Federal Services, LLC., Terry Wilson, worked as an Administrative Assistant for Victory Orthotics and Prosthetics, out of Johnson City, TN. A graduate of Pellissippi State she has an Associate in Science Degree in Computer Science, With a Concentration in Network Administration. More than 15 years in Logistics, and over 20 years in Administration. Terry also holds a Degree in consulting, From Ron Thomas Academy in Maryland providing over 10 years consulting experience. A US Army veteran, Terry has earned 8 Good Conduct Medals, 2 Army Commendation Medals, 2 Army Achievement Medals and several deployment medals. Mrs. Wilson also has over 20 years’ experience in professionalism, and selfless service.
